AFTER SEARCHING AN ENTIRE MONTH, I FINALLY FOUND THE CD I WAS LOOKING FOR!!!
It's called "Desire to Fly High" by Korea's 'King of Ballads', 신승훈(Shin Seung Hun). It's been Out-Of-Print since it's release in 2000 and there are only a select few Online-Stores that are still selling it. Sadly, those stores are stationed in Korea and don't ship Overseas!
Thankfully, I have "connections" and a friend on mine in Korea managed to borrow a copy from another friend, and uploaded it for me to download! But that's not the best part. Nope! Another friend on mine, from Hong Kong, managed to actually find a copy of the CD for sale and snagged it for me!! CAN YOU BELIEVE IT?!?! OMFGGGGGGGGGGG!!!!!!
